Job Description:
Under the administrative direction of the Health Program Manager II, Office of Third Level Appeals-Health Care, and clinical supervision of the Statewide Nursing Director, the Health Care Appeals Registered Nurse (HCARN) conducts clinical triage of all health care appeals, correspondence received related to patient/prisoner health care concerns, and other health care inquiries. The HCARN facilitates medical review of health care inquiries; obtains medical records; communicates with providers; patient/prisoners, their families or advocates; and reviews correspondence to ensure completeness and accuracy. Triages health care appeals and correspondence received related to patient/prisoner health care concerns to identify and resolve urgent/emergent health care issues. Initiates physician review where appropriate; determines other follow up (e.g. nursing contact), as necessary; follows cases through entire process to completion, coordinating with physician reviewers and institution medical staff. Interfaces with appropriate personnel at headquarters, communicates by phone and in writing with patient/prisoners and family members when necessary to clarify issues and/or to provide updates on the review status. Works in collaboration with HCACPAP and California Prison Health Care Services (CPHCS) staff to ensure correspondence and appeal responses include adequate clinical analysis and achieve goal of providing response and/or relief to patient/prisoners while also delivering pertinent information to institution management and CPHCS staff about the state of medical care at the institution. Provide consultation and assistance to staff members who perform the functions of the Patient Advocacy Liaison (PAL) Open Line which precipitates face-to-face communication between health care staff and patient/prisoners to directly and informally resolve patient/prisoner health care issues in a responsive and timely manner, including, but not limited to: interviewing patient’s, coordinating physician reviews, responding and resolving urgent/emergent issues identified through the PAL, participating in the PAL Open Line as necessary. Analyze the impact of new program mandates affecting patient/prisoner health care inquiries. Maintain working knowledge of requirements regarding health care appeals, and regulations and legislations relating to the provision of patient/prisoner health care. Attend meetings as required.
